Step 4: Select metrics
Identify data and methods to quantify indicators
Discuss how the innovation will be implemented, who will collect the data, whether expertise is available to collect and estimate the indicators, and whether the budget is sufficient to collect and estimate the suite of indicators. If there are gaps in expertise and funding, then provisions should be made to fill these gaps or address them within the current team and budget. The process is documented to ensure that there is justification about why an indicator was not included.
Please note that during this step, it also is useful to determine how indicator baselines and targets will be set.
